Abstract: In seguito all’interruzione di “Anka und…” (1981), alla distruzione di “Erfinder 82” (1982) e ai problemi derivati dalla produzione del radiodramma “Vorname Jonas” (1983), Thomas Heise accetta l’incarico da parte della Staatliche Filmdokumentation der DDR (l’organismo statale di documentazione della RDT) di realizzare un documentario nei locali del municipio del Rat del Stadtbezirks Berlin-Mitte presso la Berolinahaus che si trova sulla Alexanderplatz. Il film è scandito seguendo i giorni della settimana e inizia con le operazioni di voto della domenica. Il martedì è il giorno più intenso. Diviso a sua volta in tre sottosezioni predisposte ad accogliere le richieste dei cittadini – Abt. Soziales (affari sociali), Abt. Wohnungspolitik (politiche abitative) e Abt. Innere Angelegenheiten (affari interni) – è il giorno in cui la struttura di potere si manifesta in quanto tale. L’ideologia della burocrazia si rivela, attraverso un linguaggio preciso e spietato, come lo strumento che impedisce ai cittadini di soddisfare i propri bisogni. “Non esiste nulla di simile, in forma documentaria proveniente dalla RDT, che mostri il rapporto fra cittadini e funzionari. Si tratta davvero di documenti unici. Purtroppo non esiste più alcuna copia del film su pellicola” (T. Heise).
The shooting of “Anka und…” was interrupted in 1981, “Erfinder 82” was destroyed in 1982, and the production of the radio play “Vorname Jonas” (1983) caused several problems. Therefore, Thomas Heise accepted the Staatliche Filmdokumentation der DDR’s proposal (i.e., the GDR Film Records State Institute) to realize a documentary in the premises of the town council of Stadtbezirks Berlin-Mitte at Berolinahaus, which is located in the Alexanderplatz. The film’s rhythm is created by the succession of weekdays, and begins with the operations for the Sunday election. Tuesday is the busiest day. It is divided in three sub-sections designed to welcome the citizens’ requests – Abt. Soziales (social affairs), Abt. Wohnungspolitik (housing policy), and Abt. Innere Angelegenheiten (domestic affairs). This is the day when power manifests itself as such. Red tape ideology is exposed as the tool that prevents meeting the citizens’ needs by means of a precise and pitiless language. “No other document exists, coming from the GDR, that shows the relationship between citizens and town officials. Unfortunately, prints of this film no longer exist” (T. Heise).
