Abstract: Nelle montagne Qing Ling, che separano la parte settentrionale e meridionale della Cina, un buon numero di villaggi sono situati ad alta quota, alcuni di essi sopra i 3.000 metri. Questa regione è sfuggita a quasi tutte le riforme infrastrutturali e molte comunità rimangono isolate. Eppure, come in ogni villaggio delle valli, lo stesso tipo di problemi interpersonali sorgono e devono essere affrontati. Per cercare di risolvere gli inevitabili conflitti inerenti alla convivenza umana in quelle circostanze, l'amministrazione ha creato un sistema di giustizia itinerante. Il cittadino non deve più andare in tribunale, è il tribunale che viene da lui, i giudici vengono ad incontrare il cittadino. Con questo film documentario, seguiamo la vita quotidiana di una squadra di giudici itineranti. Si muovono in moto e, se i motori non possono spingersi oltre, arrivano anche a piedi alle loro destinazioni. Attraverso due casi particolari - un contadino in pensione che cerca protezione contro un genero che lo sta cacciando di casa; un medico handicappato che chiede, per nobili motivi, di divorziare dalla giovane moglie - andremo al cuore del funzionamento di questa giustizia itinerante. Anche se in futuro un fuoristrada potrebbe sostituire le vecchie biciclette, questo tribunale molto rudimentale, essenziale per l'equilibrio e l'armonia di questa società rurale, svolge il suo compito usando la comunicazione e il dialogo. Lontano dalla giustizia urbana e dall'applicazione rigorosa della legge, la sollecitudine di questi uomini della legge sembra trasformare questo tipo di giustizia in una delle arti del vivere.
In the Qing Ling mountains that separate the Northern and Southern parts of China, a good many villages are located at high altitude, some of them above 3,000 meters. This region has escaped almost all infrastructural reforms and many communities remain isolated. Yet, as in any village in the valleys, the same type of interpersonal problems arise and need to be dealt with. To try and solve the unavoidable conflicts inherent in humans living together in those circumstances, the administration has created a system of itinerant justice. The citizen no longer has to go to court, it is the court that comes to him, the judges come to meet the citizen. With this documentary film, we follow the daily life of a team of traveling judges. They move on motor bike, or if the engines can’t go further, they even walk to their destinations. Through two particular cases – a retired peasant who is seeking protection against a son-in-law chasing him out of his own house; a handicapped doctor who requests, for very noble reasons, to be granted the right to divorce his young wife – we will go to the very heart of the functioning of this itinerant justice. Even if in the future a four-wheel drive might replace the old bikes, this very rudimentary court, essential for the balance and the harmony of this rural society, performs its duty through communication and dialogue. Far from urban Justice and strict Law enforcement, the solicitude of these men of the Law seems to turn this kind of justice into one of the Arts of living.
